Assistant Superintendent, Personnel 

Position Responsibilities:

Under the direction of the Superintendent, plan, organize, control and direct a variety of programs, projects and activities related to recruitment, selection and placement of employees, labor relations and employee performance evaluation. Establish a process to attract and retain a diverse staff of qualified individuals committed to ensuring a quality educational environment for all students.

Duties and Responsibilities:

  • Direct activities related to recruitment, selection and placement of certificated personnel
  • Participate and direct activities concerning collective bargaining negotiations for all employees
  • Provide an effective evaluation and assessment process for all personnel
  • Direct the acquisition, preparation, disposition, and maintenance of human resource documents and records; ensure employees are properly licensed or certified to perform assigned job duties
  • Conduct research, analyze, and study matters relating to human resource programs
  • Coordinate personnel activities, in conjunction with other human resources administrators to achieve an effective and efficient employment process
  • Provide for and direct the counseling of employees regarding job problems and provide assistance to them to correct their job-related deficiencies
  • Direct the implementation of discipline procedures
  • Recommend employee terminations
  • Develop, implement, maintain and modify computerized systems for human resource/personnel programs and other applications
  • Supervise and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions
  • Plan, coordinate and arrange for appropriate training of subordinates
  • Develop and prepare the annual budget for human resources
  • Analyze and review budgetary and financial data; monitor and authorize expenditures in accordance with established guidelines
  • Make presentations to the Board as necessary regarding human resource/personnel issues
  • Serve as a member of the Superintendent’s Cabinet analyzing, developing, coordinating and implementing Board policies and administrative guidelines
  • Communicate with other administrators, District personnel and contractors to coordinate activities and programs, resolve issues and conflicts and exchange information
  • Assure compliance with applicable District policies, procedures and governmental regulations
  • Apply applicable sections of State Education Code and other applicable laws Perform special projects assigned by the Superintendent
  • Perform related duties as assigned

Demonstrated Knowledge and Abilities:

Knowledge of:

  • Employer-employee relations, collective bargaining process, and contract administration
  • General school district policies, rules and regulations
  • Pertinent federal, state, and local laws, codes and regulations including personnel administrative rules and regulations applicable to employees
  • Principles and practices of budget preparation and administration
  • Methods of research
  • Computer applications related to areas of specialization Ability To Ensure personnel programs and activities are carried out in compliance with state and federal regulations
  • Education code, federal, state and local laws, codes, regulations and requirements pertaining to areas of assigned responsibility and bargaining unit contracts;
  • Maintain personnel records and ensure confidentiality of records and related transactions
  • Perform related duties as assigned by the Superintendent.

  • Maintain consistent, punctual and regular attendance
  • Hear and speak to exchange information and make presentations
  • See to read a variety of materials.

Education and Experience:

Any combination of experience and education that would provide the required knowledge and abilities is qualifying.

Education:

Masters Degree from an accredited college or university with an emphasis in business administration, finance, or closely related field.

Experience:

Seven (7) or more years of experience in positions with progressively increasing responsibility and directly related to financial and business administration is required.
