EXPANDED LEARNING OPPORTUNITIES PROGRAM
SPECIALIST

A. PRIMARY FUNCTION

Implements NHUSDs before and/or after school, summer and intersession programs, supervises
students, staff and activities, responsible for record keeping, purchasing supplies, and
evaluating staff. Manages programs such as the Expanded Learning Opportunities Program
(ELO-P) and others like it.

B. ORGANIZATIONAL RELATIONSHIPS

Directly responsible to the Director of Student and Family Services and Pupil Services Manager
or designee. Communicates regularly with site administrators and other Site Program
Specialists.

C. ESSENTIAL JOB FUNCTIONS

● Open and close the program daily
● Coordinate and/or facilitate homework program and tutoring programs
● Coordinate program enrichment including vendors, community partnerships, and
   implementation
● Recruits students for program and monitors student attendance
● Participates in the recruitment, hiring, scheduling and training of program staff
● Monitors staff attendance
● Evaluates staff
● Responsible for the safety and welfare of students in the program
● Implements a student discipline system for the program
● Plans, schedules, and monitors activities for students
● Communicates regularly with parents and serves as a liaison between parents and
   school staff
● Ensures that needed supplies are in place and coordinates with Food Services for the
   daily snack and supper
● Manages accounts receivable for the program
● Submits purchase orders as needed
● Performs duties at various sites based on program need
● Responsible for students, staff, and program during all operational hours of program
● Performs duties as assigned

● Student support and tutoring techniques and strategies
● Research and data collection and evaluation methods and procedures
● Staff development programs and techniques

● Applicable laws, codes, regulation, policies and procedures
● Policies and objectives of assigned program and activities
● Interpersonal skills using tact, patience and courtesy
● Record-keeping and report preparation techniques
● Operation of standard office equipment including a computer and assigned software

ABILITY TO:

● Assist in the management of a variety of programs related to Expanded Learning
   Opportunities Programs
● Coordinate and implement various student and family services
● Assist with student and staff placement and development
● Maintain current knowledge of program rules, regulations, requirements and
   restrictions
● Analyze situations accurately and adopt an effective course of action
● Learn District organization, operations, policies and objectives
● Communicate effectively both orally and in writing
● Establish and maintain cooperative and effective working relationships with others
● Conduct research and compile and verify data
● Prioritize and schedule work
● Plan and organize work
● Maintain records and prepare reports
● Operate standard office equipment including a computer and assigned software

● Move hands and fingers to operate a computer keyboard

D. QUALIFICATIONS

EDUCATION AND EXPERIENCE:
● Minimum AA degree, 48 college semester units, passing CBEST score OR passing
   paraeducator score
● Bachelor’s degree preferred or progressively increasing management experience in a
   related field.
● Experience in a leadership position working with children
● Course work in Child Development desirable

WORKING CONDITIONS:
● Indoor and outdoor environment

 SALARY & WORK YEAR:
● Management salary range 19/1-5
● Salary covers all minimum days, staff meetings, and professional development
● 190 to 210 day work year
