A. PRIMARY FUNCTION

  • The Superintendent directly responsible to the Board of Trustees, serves as chief executive of the Board, and supervises all District operations in accordance with Board policies. Although the Superintendent may delegate appropriate powers and duties so that operational decisions can be made at various administrative levels, he/she is responsible for the execution of these powers and duties and will establish administrative regulations as needed to manage the District. Understands and models appropriate ethics and moral leadership. Respects and maintains confidentiality and assume responsibility for personal actions. Maintains a professional demeanor and appearance. Demonstrates good character and integrity.

C. ESSENTIAL JOB FUNCTIONS

Duties related to the Board:

  • Keep the Board informed of concerns brought up in monthly consultant meetings with bargaining units.
  • Prepare agenda’s and submit recommendations.
  • Holds a long range view of future direction of the District.
  • Carries out the Boards priorities.
  • Executes and guides decisions of the Board.
  • Communicates honestly and effectively.
  • Keep the Board informed of concerns brought up in monthly consultant meetings with bargaining units.
  • provides the Board with accurate data to support the Board in their policy making role
  • Advises the Board on the need for new and/or revised policies and makes policy recommendations based on data and input from staff and advisory committees.
  • Submits to the Board recommendations relative to all matters requiring Board action, together with the materials needed for informed decisions.
  • Reports periodically on all District operations.
  • Conducts special studies requested by the Board.
  • Secures legal opinions when needed.
  • Submits staff members’ communications to the Board or to Board committees at regular Board meetings, with or without recommendations.
  • Provides advice and leadership to the Board and to the District’s chief negotiator during the collective bargaining process.
  • As secretary to the Board, prepares the agenda and minutes of Board meetings, handles Board correspondence, and maintains all Board records, contracts, securities and other documents.
  • Performs duties as assigned.
    Duties related to Staff:
  • Coordinates the work of all schools and departments.
  • Works to promote a climate of trust with bargaining units.
  • Directs the employment and assignment of administrative staff and coordinates administrative staff activities.
  • Selects and recommends to the Board the best qualified and most competent candidates for employment, in accordance with nondiscrimination policy and affirmative action plans.
  • Advises the Board regarding the leave, classification, retirement, resignation, promotion, suspension or dismissal of District employees.
  • Assigns personnel within the District in accordance with Board policy and the collective bargaining agreement.
  • Arranges for the evaluation of each staff member and identifies appropriate opportunities for continued professional development.
  • Maintains appropriate channels of communication within the District and ensures that staff is informed about relevant federal, state, and county laws, District policies, regulations and procedures, and matters related to the improvement and welfare of the schools.
    Duties related to Students and the Educational Program
  • Enforces compulsory attendance laws.
  • Makes decisions in equitable manner in the best interest of all students.
  • Keep the Board and community apprised of the status of the District’s goals.
  • Continuously observes the instructional program in schools and provides the Board with regular evaluations of District programs and student progress.
  • Together with staff, studies the curriculum and makes recommendations to the Board regarding the courses of study, major changes in texts and time schedules, and potentially sound innovative programs.
  • Apprises the Board of contemporary educational practices and related legislative issues which he/she discovers by reading, attending professional conferences, and visiting other school systems.
  • Under appropriate circumstances, recommends to the Board a student’s suspension or expulsion.
  • Demonstrates a working knowledge and understanding of the District’s policies and procedures.
  • Encourages teamwork and collaboration.
  • Embraces a welcoming attitude and values the District culture.
  • Develop a post-Race to the Top sustainability Plan.
    Duties related to Operations:
  • Maintains safe and clean campuses.
  • Seeks and identifies sources of income and funding.
  • Maintains and updates adequate census and scholastic records, business and property records, and personnel records.
  • Submits to the Board periodic financial and budgetary reports which identify the District’s outstanding obligations.
  • Annually prepares and submits to the Board the District budget for the upcoming year; revises this budget or takes other related action as the Board designates.
  • Approves all expenditures in accordance with Board policy and within Board-approved appropriation limits.
  • Makes recommendations to the Board regarding the maintenance, safety, improvement and/or expansion of school facilities, sites, equipment, and transportation services.
  • Develops instructions and regulations governing the use and care of school properties for school purposes.
    Duties related to the Community:
  • Represents and advocates for the Board in relationships with city, feeder Districts, county and state governments, private agencies, and the school community.
  • Represents the District before the public and maintains positive decorum in dealings with the public.
  • Promotes a climate of trust within the District.
  • Collaborates with various stakeholder groups and responds to identified needs of the groups.
  • Treats people with respect.
  • Sees that the community is informed about school matters through the school accountability report card and other informational materials.
  • Participates in appropriate community organizations and functions to obtain support for the attainment of District goals.
  • Hears complaints against the schools and resolves controversies between employees or between employees and students or parents/guardians.
  • The Superintendent or designee shall have the power to act, within the parameters of law, in cases where action must be taken and where the Board of Trustees has not provided guidelines for administrative action. If the action necessitates addition or revision of policies, the Superintendent or designee shall make the necessary recommendations to the Board.
  • It shall be the duty of the Superintendent or designee to keep the Board president apprised of any action taken in emergency situations as soon as practicable after its occurrence and certainly prior to the Board’s next regular meeting. The president shall use his/her discretion in informing the Board before its next regular meeting.
  • The Superintendent or designee may establish a management team, administrative councils, task forces, cabinets, or committees as needed to properly administer Board policies, improve the educational program and assist in District communication. The membership, composition, and responsibilities of these advisory groups shall be defined by the Superintendent or designee and may be changed at his/her discretion. Advisory groups shall channel their advice and recommendations through the Superintendent to the Board.
  • Expenses incurred for consulting services, materials and travel may be paid from the District’s general operating funds only when within budgetary allotments and approved by the Superintendent or designee in advance.

D. QUALIFICATIONS

Knowledge of:

  • Correct English usage, grammar, spelling, punctuation and vocabulary.

E. EDUCATION, LICENCE AND EXPERIENCE REQUIRED:

  • Any combination equivalent to: Master’s degree (Bachelor’s degree may be accepted) in Educational Leadership and five years of school district experience.
  • Valid California Class C driver’s license.

F. WORKING CONDITIONS:

  • Office environment.
  • Driving a vehicle to conduct work.

G. COMPENSATION/WORK YEAR:

  • Management Range: Negotiable
